Julio Guzmán Rodriguez
Born in Spain, Julio Guzmán received his Master of Science Degree from the Carlos III University in Madrid in 1993. He has then held several positions as a policy-maker with the Spanish administration for research including that of Chief Advisor with the Office of Science and Technology (OCYT) of the Presidency of the Spanish Government, and research positions with telecommunication companies and research institutes. Until recently he was the Deputy Director of OFITE, the Office of Innovation and Technology for the Enterprise of the School of Engineering for Industry at the Polytechnic University of Madrid.

e has intensively contributed to international co-operation in the field of technologies. He was the Secretary of the Euro-Mediterranean Information Society Steering Committee, and the Spanish representative in the Monitoring Committee for Euro-Mediterranean research (MoCo). He is the Spanish representative in the ASia-Europe Meetings (ASEM) on Science and Technologies, and a founding member of APISEL, the Association for the Promotion of the Information Society between Europe and Latin America.Before joinging the European Commission in 2005, he
was the Head of Cabinet of the Assistant Secretary of State for Innovation in the Spanish Ministry for Research. He is a Founding member of PITCH, the Association for the Promotion of the International Technological Cooperation for Humanistic-ends, and he is regularly called for advising policy-makers and industrialists on issues related to innovation policies and international technological cooperation.|
